Strengthening Local Capacity for
Health Equity Reform in the Philippines
CSIH has just begun
implementing a 30 month project, funded by CIDA’s Partnership Branch, in
the Philippines province of Capiz. The Strengthening Local Capacity for
Health Equity Reform project will contribute to strengthened capacity for
resource allocation decision-making for equitable health care services
planning and delivery at a decentralized level in the Philippines.
CSIH is working with a local training foundation, the Gerry Roxas
Foundation (GRF), to design and implement a series of training activities.
The objectives of this project are to:
· Increase capacity of the Gerry Roxas Foundation to play a leadership
training role related to resource allocation decision-making.
· Increase resource allocation decision capacities within Filipino
organizations (government, NGO, and educational)
· Facilitate the development of partnerships among local Filipino
organizations (government, NGO, and educational) in their efforts to
increase knowledge and influence resource allocation decisions
· Strengthen capacity of CSIH project partners in project management
The main activities will include:
· Environmental scan of the existing resource allocation process
capacities, and donor activities, and donor activities in Capiz Province.
· Training of GRF trainers to utilize and provide support for decision
support tools for resource allocation
· Monitoring of uptake, integration and implementation of the population
health framework into equity-based decision-making processes and decision
support tools for planning and resource allocation
· Training of leaders, educational and NGO partners on concepts of health
equity resource allocation decision making, and current indicators
· Training of representatives of leaders, academic and NGO partners, on
the use, application and appropriate adaptation of available decision
support tools to resource allocation planning and decision-making cycles.
· Training of local community groups (educational and NGO) to advocate for
and participate in the public health system
It is our hope that the Strengthening Local Capacity for Health Equity
Reform project will increase capacities of Filipino government (national,
regional, provincial, municipal), educational, and civil society to work
together for improved quality of and access to health care services based
on use of appropriate resource allocation decision tools within the
project sites.
