Mozambique, Maputo

Women and Children’s Rights Research Officer
FAO Mozambique/ Centre for Legal and Judicial Training of the Ministry of Justice (CFJJ/FAO)

www.fao.org/world/mozambique/

June-November  2007 (approximate)

As a UN agency, FAO has a mandate to support the integration of globally formulated and approved principles and commitments into member state policies and programmes, resulting from Summits and international conferences on food security and sustainable rural development. These range from environmental and sustainable development principles, declarations on the rights of women, the global fight against the HIV/AIDS pandemic, World Food Summit declarations and most recently the Millennium Development Goals.

The Centre for Legal and Judicial Training in Maputo, Mozambique, and FAO Mozambique is continuing with UNFPA support, again set within the wider FAO program with the CFJJ. This program promotes better local governance through a) giving local communities a stronger awareness of their rights over resources and how to use the legal and judicial system to defend these rights if necessary; and b) raising the awareness of local rights and on the part of key institutional actors, and how they can better respond to the local rights issues in future.

It is anticipated that the gender – HIV/Aids dimension of the wider CFJJ-FAO program will expand next year. Meanwhile, the existing program continues to build gender issues into the paralegal-community training which is its core activity, and is implementing a provincial level survey and Monitoring and Evaluation (M&E) exercise.

Job Description

The project will strengthen local governance by enhancing capacities for land and natural resource law implementation at local levels, and also complements local government decentralization and local planning initiatives. Making communities aware of their rights and how to use and defend them will reinforce the ‘demand side’ of the governance equation, and achieve development, poverty alleviation and environmental objectives. The project also addresses weaknesses in conflict resolution and access to justice identified in an earlier CFJJ/FAO/Netherlands project - low local community awareness of how to use existing judicial and related mechanisms to assert and defend legal rights.

The Young Professional will have the following duties and responsibilities:

  • Participate and support the field program of case study research, with a focus on the rights of women and orphaned children over land and natural resources, in the context of the HIV/AIDS pandemic

  • Support the implementation of a Monitoring and Evaluation (M & E) system including an Impact Evaluation study that will assess the performance of the judiciary and other actors in the context of rights over natural resources; and the impact of the project and CFJJ training activities

  • Participate in wider project and CFJJ activities as required.

Requirements

Language: Excellent knowledge of English; excellent Portuguese highly desirable.
Education: Degree in social sciences or health related area preferable.
